England has a loser-pays system.
  legal rule whereby the loser of a lawsuit pays the winner’s fees

Also called "English rule" because it is the law for civil cases in England.

Variations of the rule have been suggested for the United States in an effort to reduce frivolous lawsuits. A variation is used in Alaska.
