The National Labor Relations Act was weakened by the Taft-Hartley amendments in 1947.
  a 1935 United States federal law (amended since) that protects the rights of most workers in the private sector to organize labor unions, to engage in collective bargaining, and to take part in strikes and other forms of concerted activity in support of their demands

The legislation also established the National Labor Relations Board and gave it the power to investigate and judge charges of unfair labor practices and to conduct elections to determine which workers want to form a union.
