Tenth Amendment
of the U.S. Constitution

The Tenth Amendment is the last of the Bill of Rights.
  guarantees that rights not given to the Federal government by the constitution and not prohibited to the states, will reside with the states or the people

"The powers not delegated to the United States by the Constitution, nor prohibited by it to the States, are reserved for the States respectively, or to the people."

The first ten amendments to the U.S. Constitution are called the Bill of Rights. The Constitution would not have been ratified without them.
