If a budget is not approved, non-essential Federal employees will be furloughed.
  unpaid time during which an employee is ordered not do come to work; or the issuing of such an order

(Typically done due save money—not due to any dissatisfaction with the employee. Typically job benefits continue.)

Notes:
When a furlough ends, negotiations may result in employees being reimbursed for wages missed during the time off. Historically, that has been the case during furloughs ordered by the United States government due to a breakdown in budget negotiations.
