They purport to support the legislation out of concern for the environment, but I suspect profit is their primary motive.
to claim (especially as a purpose) something that  is not easy to believe — and often not true

More rarely something purported may not be claimed, but simply may appear to be so. Purport can also reference the purpose, intent, or significance of something — as in "The purport of the legislation..."
