implicate — as in:  implicated in the crime

He is implicated in the scheme to defraud the government
demonstrates that someone or something played a role in something — often something negative such as a crime

More rarely, implicate is used as the verb form of the most common sense of implication (to imply) as in:  Her actions implicate guilt.

Even more rarely (and archaically), implicate can reference the interweaving of something.
